Background

The Town of Thunderbolt, Georgia is seeking proposals from licensed debris contractors for the provision of Disaster Debris Removal, Reduction, and Disposal Services. Work Details

The contractor will provide all necessary labor, materials, equipment, tools, traffic control, signage, and other items required for disaster debris removal. Key responsibilities include: 1. **Emergency Road Clearance**: Initiate debris removal within 24 hours post-event from primary transportation routes as directed by the Town. 2. **Town Street & Roadway Right-Of-Way (ROW) Debris Management**: Manage all types of disaster-generated debris including vegetative debris, construction & demolition (C&D) debris, hazardous waste, and abandoned vehicles. 3. **Tree Removal Services**: Remove trees, stumps, and limbs as directed by the Town. 4. **Private Property Debris Removal (PPDR)**: Execute timely removal of eligible debris from private properties with proper permissions secured by the Town. 5. **Demolition of Structures**: Demolish unsafe structures as authorized by the Town. 6. **Debris Management Site Operations**: Manage temporary debris management sites including sorting and processing of collected debris. 7. **Additional Recovery Tasks**: Provide emergency resources and services as needed during disaster recovery efforts.

Period of Performance

The contract will commence upon execution and is expected to continue through August 10, 2028, with options for two additional one-year renewals.

Services will be performed within the geographic boundaries of Thunderbolt, Georgia.

Bidder Requirements

Respondents must have a minimum of five years' experience in debris management and must have previously collected over 500,000 cubic yards as a Prime Debris Contractor for a similar jurisdiction. Additionally, a proposal guarantee equivalent to five percent of the estimated proposal value is required along with proof of financial capability through audited financial statements for the past two years.
