Infrastructure Sustainability & Modernization Assessment

Background

The Allegheny County Department of Information Technology is conducting an evaluation of its current infrastructure, hosting, and operational models to assess long-term sustainability. The County operates a hybrid environment that includes on-premises data centers, Azure usage, vendor-managed systems, and internally administered applications and platforms. The goal of this contract is to partner with an experienced firm to conduct a practical assessment focused on infrastructure sustainability, operational resiliency, modernization opportunities, and future hosting strategies. The County seeks actionable recommendations that align with operational realities and staffing capacities without pursuing a complete redesign.

Work Details

The contractor will conduct an implementation-oriented assessment that includes: 1) Evaluating the current infrastructure and operational models; 2) Identifying incremental modernization steps; 3) Aligning future investments with operational realities; 4) Providing prioritized and actionable recommendations for modernization; 5) Ensuring recommendations are practical and can be delivered internally without disconnect from operational constraints.

Period of Performance

The period of performance for this contract will be defined in the solicitation but is expected to cover several months as the assessment is conducted and recommendations are developed.

Place of Performance

The work will primarily take place within Allegheny County, Pennsylvania, specifically involving the County's IT infrastructure.

Bidder Requirements

Bidders must demonstrate good faith efforts to meet the Allegheny County goals of 13% Minority Business Enterprise (MBE) and 2% Women Business Enterprise (WBE) participation. Bidders are required to solicit certified MWDBEs for subcontracting opportunities related to the scope of work. Additionally, bidders must provide documentation of their outreach efforts to certified firms and may need to submit a waiver request if they cannot meet these goals after making good faith efforts.
