2026 Roadway Rehab Project

Background

Highspire Borough is issuing a solicitation for the 2026 Roadway Rehab Project, which aims to rehabilitate roadways within the borough. This project is part of the municipality's efforts to maintain and improve local infrastructure.

Work Details

The contractor will be responsible for the following tasks: - 9,500 square yards (SY) of milling - 600 tons of leveling course - 920 tons of wearing course Additional work includes traffic control and safety devices in compliance with current MUTCD standards, delivery tickets for all materials, and various certifications including CS-4171 Certificate of Compliance and/or TR-465 Daily Bituminous Mixture Certification. The contractor must notify the municipality five working days prior to the start of the project and complete all work by October 31, 2026. Liquidated damages of $500 per calendar day will apply for delays beyond this date. The contractor must also provide a design meeting Specifications Form 408 five days prior to starting work, conduct oil sampling from distributor trucks, take random stone samples on-site, and ensure compliance with various Pennsylvania laws including the Prevailing Wage Act and Public Works Employment Verification Act.

The contract work is to be completed on or before October 31, 2026.

Bidder Requirements

Bidders must provide a certified check or bid bond for 10% of the total bid amount issued by a surety licensed in Pennsylvania. Contractors are required to comply with the Pennsylvania Prevailing Wage Act, OSHA conditions, and other specified regulations. They must also utilize the federal E-Verify Program for employment verification.
