The City of Westland is seeking proposals from experienced and qualified vendors for Armed Security Guard Services at Westland City Hall. The goal of this contract is to ensure a safe environment for City Hall staff and patrons while effectively managing problematic individuals with an emphasis on de-escalation and minimal physical interaction. The City Hall serves a diverse population of over 85,000 residents and is open five days a week, with an average of over 100 patrons visiting daily.
The awarded bidder will provide armed security guard services at Westland City Hall, which includes: - Monitoring the building and grounds both on foot and via the City Hall camera system; - Assisting in daily closings by ensuring patrons exit the building, securing entrances, and escorting staff safely to their vehicles; - Dealing with problematic patrons and de-escalating situations; - Enforcing City Hall policies; - Coordinating with the Westland Police Department when necessary; - Protecting the interior of the building during election services. Security personnel must hold a valid Michigan Concealed Pistol License (CPL) and preferably have previous law enforcement experience. The typical work schedule will be Monday through Friday from 8:45 am to 5:00 pm, including council meetings on the 1st and 3rd Mondays from 7:00 pm to 9:30 pm, election days from 7:00 am to 9:00 pm, and special events as needed.
The initial term of the contract will be one year, starting as early as July 7, 2026, with options for up to two additional one-year extensions at the discretion of the City.

Bidders must demonstrate competence, experience, and financial capability to carry out the terms of this contract. They must provide proof of qualifications including references from comparable projects. Additionally, contractors must maintain comprehensive general liability insurance with specified coverage limits.
