Background

The State of Maryland's Department of Juvenile Services (DJS) is issuing this Invitation for Bids (IFB) to procure qualified personnel for the preparation and serving of safe, nutritious meals for youth housed at eight facilities operated by DJS. The goal is to ensure that these facilities provide adequate food services that comply with health, safety, and sanitation standards as per Hazard Analysis and Critical Control Points (HACCP) requirements.

Work Details

The contractor will provide up to eleven (11) cooks to perform all duties related to meal preparation and service at DJS facilities. Responsibilities include: - Knowledge of proper food storage, preparation, and serving; - Receiving and putting away food deliveries; - Cleaning and care of kitchen utensils and equipment; - Preparing various food items according to recipes; - Performing arithmetic computations related to cooking; - Maintaining records of supplies used and persons served; - Adhering strictly to food safety/sanitation requirements; - Maintaining a professional rapport with youth and facility staff; - Ensuring compliance with DJS uniform requirements; - Possibly driving if required by certain facilities. Each facility operates three meals and two snacks daily, seven days a week.

Period of Performance

The contract will have a base period of three (3) years with two (2) one-year renewal options.

Place of Performance

Services will be performed at eight DJS facilities across the State of Maryland, including locations in Baltimore City, Garrett County, Prince George's County, Allegany County, Wicomico County, Frederick County, and Washington County.

Bidder Requirements

Bidders must have at least two years of experience within the last five years providing cook staffing services in a residential or correctional setting. They must provide three letters of reference attesting to their competence in providing such services. Additionally, bidders are encouraged to participate as Minority Business Enterprises (MBE), with a subcontracting goal of 5%.
