Background

The Illinois Department of Transportation (IDOT) is seeking a vendor to provide OSHA/ANSI testing and inspection services for aerial lifts and cranes. The goal of this contract is to ensure that all aerial and under bridge inspection equipment, digger derricks, gantry cranes, and crane trucks owned by the Department are safe to operate in compliance with Occupational Safety and Health Administration (OSHA) and American National Standards Institute (ANSI) requirements.

Work Details

The vendor will perform annual testing and inspection services for various types of equipment including aerial personnel devices, digger derricks, bridge inspection cranes, truck-mounted hydraulic cranes, gantry cranes, and vehicle lifts. Specific tasks include: - Conducting structural tests and visual inspections of accessible areas such as outriggers, chassis, rotation bearings, turntables, booms, platforms, and general components. - Performing Acoustic Emission (AE) tests for structural integrity. - Executing Magnetic Particle Inspection and Dye Penetrant Inspection for identifying surface cracks. - Conducting Ultrasonic Inspection on critical pins. - Carrying out functional and operational tests to ensure proper operation of controls and mechanisms. - Performing dielectric tests as specified by ANSI standards. - Providing detailed reports of inspections including any defects found classified by severity.

Period of Performance

The contract will commence upon the last dated signature of the Parties and will end on June 30, 2028. The maximum total term of the contract shall not exceed ten years.

Place of Performance

Services will be performed statewide across Illinois at various locations where IDOT's equipment is stationed.

Bidder Requirements

Bidders must have technicians certified at ASNT NDT Level II in non-destructive testing methods. Subcontractors are allowed but must be disclosed if their annual value exceeds $100,000. All contracts with subcontractors must include Illinois Standard Certifications.
