Leonard L. Williams Justice Center Escalator Replacement

Background

The State of Delaware, through the Office of Management and Budget, Division of Facilities Management, is issuing a contract for the replacement of escalators at the Leonard L. Williams Justice Center. The goal of this contract is to ensure the functionality and safety of the escalators within the facility, which is essential for public access and operational efficiency.

Work Details

The project involves the complete replacement of six existing escalators. A temporary partition will be constructed around the work area to mitigate noise and dust during the construction process. A mandatory pre-bid meeting will be held to establish a list of subcontractors and address any questions from potential bidders.

The contract work is scheduled to commence after the bid opening on July 16th, 2026.

Bidder Requirements

Bidders must attend a mandatory pre-bid meeting on June 26th, 2026, at 9:00 AM local time. Each bid must include a bid security equivalent to ten percent of the bid amount and all additive alternates. The successful bidder is required to post a performance bond and payment bond equal to 100 percent of the contract price upon execution of the contract. Bidders are encouraged to be Minority Business Enterprises, Disadvantaged Business Enterprises, Women-Owned Business Enterprises, or Veteran-Owned Business Enterprises.
