Pharmacy Services for IDOC

Background

The Indiana Department of Correction (IDOC) is seeking to gather information from qualified vendors regarding comprehensive pharmacy services for adult correctional facilities across the State of Indiana. The goal is to support safe, high-quality, and cost-effective medication services for individuals in IDOC custody. IDOC operates various facilities, including minimum-, medium-, and maximum-security prisons, catering to a diverse population requiring medical, psychiatric, substance use, and chronic disease care. The RFI aims to understand market capabilities and best practices to inform a potential future procurement.

Work Details

The scope of services requested includes: 1. Pharmacy Operations & Dispensing: Central-fill, remote dispensing, or hybrid service models; standard and STAT order processing timelines; courier services for STAT orders; packaging solutions for medication passes; processes for controlled substance dispensing compliant with regulations; after-hours support models. 2. Medication Distribution & Delivery Logistics: Delivery routes and frequency to facilities; contingency planning for delays; systems for tracking deliveries and maintaining chain of custody. 3. Clinical Pharmacy Services: Support for chronic disease management, psychiatric care, medication therapy management; drug utilization review; formulary management. 4. Technology Integration: Integration with IDOC electronic health record systems; reporting on utilization trends and compliance metrics; telepharmacy options. 5. Compliance & Quality Assurance: Adherence to standards set by Indiana Board of Pharmacy, DEA, HIPAA; quality assurance processes; staffing qualifications and credentialing requirements.

Period of Performance

The RFI responses are due by July 1, 2026, but the exact period of performance for any resulting contract will be determined based on future procurement timelines.

Place of Performance

Services will be performed across various correctional facilities throughout the State of Indiana.

Bidder Requirements

Vendors must demonstrate experience in correctional healthcare environments and provide detailed information on their staffing models including pharmacists and clinical staff. They should also outline their compliance with relevant regulations and provide case studies or references demonstrating successful partnerships in similar settings.
