THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. This is an Intent to sole source to Alascom, Inc.; please see attachment for related SOW. The North American Industry Classification System (NAICS) has been determined to be 531120 Lessors of Nonresidential Buildings (except Miniwarehouses), with a large business size standard of $34,000,000. The Product Service Code for this acquisition is X1BG Lease/Rental of Electronic and Communications Facilities. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES; no solicitation or RFQ will be forthcoming. However, interested parties may identify their interest and capability to respond to this requirement no later than 19 June 2026 at 12:00 A.M. Alaska Time. All documents submitted will not be returned. Background The contract is issued by the government to acquire facility and land leases, site access, and utility support for the continuous operation of Government-owned seismic detection equipment at the Beaver Creek Array (BCAR) and Pedro Dome locations. These unmanned sites are critical components of the United States Atomic Energy Detection System (USAEDS) mission, requiring continued access to specific commercial facilities owned and operated by AT&T Alascom Inc. to fulfill national security requirements. Work Details The contractor shall provide the following services: 1. Pedro Dome Site: - Land Lease: Continued use of a 1,200 sq. ft. fenced-in concrete pad for a radio tower and self-contained communications facility. - Access: Unescorted, 24/7 access for Government personnel to the leased area. 2. Beaver Creek Repeater Facility: - Facility Lease: Continued use of 20 square feet of indoor equipment space within the main facility building. - Access: Unescorted, 24/7 access for Government personnel to the leased equipment space; escorted access to other areas requires at least one business day's notice. - Electrical Power: Continuous, uninterrupted commercial electrical power must be provided to support up to 72kWh per month of electrical draw, with a performance standard of 98% availability monthly. Backup generator power must be activated within one hour of any outage. - Environmentals: Ensure that government equipment locations are free from moisture and comply with OSHA standards; any damage due to negligence must be repaired or replaced by the contractor. 3. Access Procedures: Government personnel must notify the contractor's Alaska Network Control Center prior to site visits, and any changes in access procedures must be communicated within one business day. 4. Service Interruptions and Reporting: The contractor must notify personnel within four hours of any unplanned service interruption lasting more than one hour and provide status updates every 24 hours until restoration.
