Route 295 Sloan Avenue to CR 583 Design-Build Services

Background

The New Jersey Department of Transportation (NJDOT) is issuing this solicitation for a design-build project aimed at decreasing traffic delays and reducing crashes on Route 295, particularly approaching the exits to Route 1. The project also aims to maintain traffic flow in the area along the Route 1 corridor, which services several nearby shopping centers and other developments. This project is federally funded and falls under a Project Specific Agreement with a Cost Plus Fixed Fee structure.

Work Details

The scope of work includes: Preliminary Engineering, preparing Design-Build Procurement Documents (RFQ and RFP), and performing Design Quality Assurance Engineering Services during the Construction Phase. The initial services will focus solely on Preliminary Engineering, while the remaining tasks will be considered Extra Work at the State's discretion. Key structural recommendations include: 1) Bridge No. 1138–166: Total Bridge Replacement (Alternative 1). 2) Bridge No. 1138-170: Deck Replacement with Superstructure and Substructure Retrofit (Alternative 2). 3) Bridge No. 1138-163: Widening roadway for two lanes requires modification of existing slope protections with new retaining structures using Soil Nail Wall (approx. 250 feet). 4) Bridge No. 1138-162: Similar requirements as Bridge No. 1138-163 for roadway widening.

5) Retaining Walls

Three retaining walls beyond wingwalls of Bridges Nos 1138-166 and 1138-170, recommended MSE Walls or similar.

6) Sign Structures

A total of 16 sign structures including 5 overhead, 5 cantilever, and 6 ground-mounted.

Period of Performance

The contract performance period is expected to commence upon selection in August 2026, with specific timelines for each phase to be determined based on project requirements.

Place of Performance

The work will be performed along Route 295 from Sloan Avenue (CR 649) to CR 583 (Princeton Pike), New Jersey.

Bidder Requirements

Eligible firms must be prequalified with NJDOT in specified disciplines and levels of service by the closing date of this solicitation. Only one technical proposal submission is allowed per firm unless otherwise noted. Subconsultants must also be cost basis approved by NJDOT by the closing date to avoid disqualification.
