White Flag Response Partner

Wake County is seeking a qualified partner to collaborate with the Continuum of Care (CoC) Lead Agency and the Wake CoC Governing Board to develop and implement a comprehensive White Flag Response Plan. The primary work of this contract includes: Establishing an annual White Flag response plan that addresses shelter access for individuals experiencing homelessness during cold and severe weather events. Coordinating emergency response operations and communications related to declared White Flag nights and the activation of Cooling Centers. Creating a community-wide plan for severe weather response, ensuring all stakeholders are informed and prepared. This solicitation is issued by Wake County, acting as the Lead Agency for the Continuum of Care. The background for this contract centers on the need to ensure adequate shelter and coordinated emergency response for vulnerable populations during severe weather. The awarded vendor(s) will work closely with the CoC and its Governing Board to fulfill these objectives.
