CCCF Boiler Replacement

Background

The State of Oregon, through the Department of Corrections (DOC), is issuing this Invitation to Bid (ITB) for the Boiler Replacement project at the CCCF facility located at 24499 SW Grahams Ferry Rd., Suite U, Wilsonville, OR 97070. The goal of this contract is to establish a comprehensive agreement for the replacement of the existing boiler system, ensuring that all work aligns with the DOC's mission to maintain safe and secure correctional facilities.

Work Details

The work under this contract includes all labor, materials, transportation, equipment, and services necessary for the completion of the boiler replacement project. This encompasses demolition of existing boiler systems, installation of new boilers, associated piping and controls, and any incidental work required to ensure proper operation and compliance with applicable codes. The estimated project cost ranges from $1,200,000 to $1,600,000. The contractor must complete substantial completion within 152 calendar days from the Notice to Proceed and final completion within 182 calendar days.

Period of Performance

The project is expected to commence ten (10) calendar days from the Notice to Proceed. Substantial completion must be achieved within one hundred fifty-two (152) calendar days from that date, followed by final completion within one hundred eighty-two (182) calendar days.

The work will be performed at the CCCF facility located at 24499 SW Grahams Ferry Rd., Suite U, Wilsonville, OR 97070.

Bidder Requirements

Bidders are required to attend a mandatory pre-bid conference on June 25, 2026. Bids will only be considered from those who attend this conference. Bidders must be registered in OregonBuys and submit various documents including a bid security amounting to ten percent (10%) of their total bid. Additionally, bidders must provide proof of Construction Contractors Board registration and comply with prevailing wage laws as outlined by BOLI.
