PA Transfer Station Rubber Recycling

Background

The City of Port Angeles is seeking proposals from qualified firms for recycling services of rubber products at the Port Angeles Transfer Station. The goal is to provide efficient, cost-effective, and safe collection, transportation, and processing of recyclable rubber products for Port Angeles rate payers. This initiative follows the City’s decision to self-manage its Solid Waste Transfer Station Handling Facility after terminating a previous contract in March 2021. The City has a history of successfully managing utilities and aims to award a three-year contract with an option for one additional year.

Work Details

The selected firm will provide services to process recyclable rubber products at the Port Angeles Regional Transfer Station located at 3501 W 18th St, Port Angeles, WA 98363. Services include collecting, transporting, and processing recyclable rubber products such as: - Automobile tires - Motorcycle tires - Truck tires - Other vehicle and machinery tires - Rubber belting - Rubber flaps - Inner tubes Some tires may still be mounted on wheels. The contractor must provide an open-top trailer with a minimum length of 28 feet and a capacity of at least 2260 cubic feet to be left on-site. City staff will place tires in the trailer and notify the contractor when it is nearly full; the contractor must replace it within five days of notification. The hours for trailer pickup are Monday through Friday from 7 AM to 4:30 PM and Saturday from 9 AM to 4:30 PM.

Period of Performance

The contract will be for three years with an option to renew for one additional year. The estimated commencement date is August 2026.

Bidder Requirements

Proposers must submit a Letter of Intent signed by an authorized representative and include Appendix A (Company Information) and Appendix B (Pricing Form) with their proposal. There are no specific set-aside certifications mentioned in the solicitation.
