Captioning Services

Background

The South Carolina Department of Education (SCDE) is responsible for serving nearly 750,000 students and 60,000 educators across over 1200 schools in the state. The agency conducts recorded webinars and trainings as well as produces promotional and informational videos for various stakeholders. This solicitation aims to acquire captioning services to ensure these video and audio components meet accessibility requirements.

Work Details

The vendor will provide closed captioning services that include the following key elements: - Dialogue transcription - Non-speech audio cues - Speaker identification - Timing synchronization The service must accept a variety of common digital formats such as MOV, WMV, M4V, AVI, FLV, MPEG-2, and MPEG-4. Additionally, the vendor must intake recordings through secure file transfer sites or common file sharing programs like DropBox, Google Drive, FileDrop, Sync, and YouTube. Transcripts and closed captioning must also be compatible with YouTube and social media platforms including Facebook, Instagram, and Twitter.

Period of Performance

The estimated period of performance for this contract is from July 21, 2026 to July 20, 2031.

Place of Performance

Services will be performed for the South Carolina Department of Education.

Bidder Requirements

Bidders must have a state vendor number to be eligible to submit an offer. To obtain a state vendor number, vendors must register at www.procurement.sc.gov. Additionally, bidders claiming preferences must provide documentation regarding their in-state office or subcontractors as required by South Carolina law.
