Background

The State of Washington, through the Department of Enterprise Services (DES), is seeking to establish a statewide contract for a Legal Research Platform. This initiative aims to provide eligible purchasers with online access to authoritative legal content, including federal and state case law, statutes, regulations, administrative decisions, and secondary sources such as treatises and law reviews. The contract is designed to support Washington state agencies and other local or federal entities, ensuring full cost recovery as authorized by the Washington State Legislature.

Work Details

The contractor will provide an online legal research platform that includes: - Access to federal and state case law - Statutes and regulations - Administrative decisions - Secondary sources such as treatises, practice guides, and law reviews. The contractor must ensure that all services provided are new and unused of the latest model or design. The contract may also include additional services related to legal research databases upon approval by Enterprise Services.

Period of Performance

The initial term of the contract is thirty-six (36) months, starting from the effective date. There is a possibility for two (2) twelve-month extensions based on performance metrics being met.

Place of Performance

The services will be performed primarily within the State of Washington but may extend to other local or federal government agencies or entities as authorized under the contract.

Bidder Requirements

Bidders must be qualified to do business in Washington State and registered with the Washington State Department of Revenue and Secretary of State. They must comply with Executive Order 18-03 regarding worker's rights. Additionally, contractors must maintain all necessary licenses, certifications, permits, authorizations, and approvals required for performance under this contract.
