Lime Sludge Excavation, Hauling, & Disposal at the Northwest Water Treatment Plant

Background

The City of Cedar Rapids Water Division is seeking bids for the excavation, hauling, and disposal of lime sludge at the Northwest Water Treatment Plant. This project aims to manage the byproduct of the lime softening process effectively and in compliance with environmental regulations. The City emphasizes the importance of environmentally sound practices in handling lime residual materials.

Work Details

The contractor will be responsible for removing approximately 50,000 tons of lime sludge annually from dewatering lagoons. The work includes: 1. Transporting, handling, and disposing of lime residual materials in an environmentally acceptable manner. 2. Application to farmland as a soil conditioner or as a reusable resource under a Beneficial Use Determination (BUD) issued by the Iowa Department of Natural Resources. 3. Maintaining a certified scale onsite for weighing every load of lime sludge removed. 4. Providing daily Activity Logs detailing quantities transported, locations, and compliance with regulatory requirements. 5. Ensuring all trucks/trailers used are in good condition to prevent accidental release during transport. 6. Completing interim storage at staging sites if necessary, ensuring they are compliant with runoff prevention measures.

Period of Performance

The initial term of the contract is anticipated to be from July 1, 2026, through June 30, 2027, with options for four additional one-year renewals.

Place of Performance

The work will be performed at the Northwest Water Treatment Plant located at 7807 Ellis Rd, Cedar Rapids, Iowa.

Bidder Requirements

Bidders must comply with local business certification requirements to qualify for local preference in bidding. Additionally, contractors must have completed OSHA 10 safety training for all employees working on the project and provide proof of completion prior to commencing work.
