Background

Anson County received $950,000 from the North Carolina Department of Commerce (Grant #21-C-4006), Rural Economic Development Division to provide demolition, design, and construction/modular home installation services for approximately 3 low/moderate income, owner-occupied single-family properties. The County's purpose in issuing this notice is to ensure qualified, licensed general contractors are made aware of this program and are provided with an opportunity to bid on the project.

Work Details

The scope of work includes demolition and removal of existing homes, construction of new ADA-compliant homes, site preparation, utility disconnections and reconnections, permitting and inspections. Contractors will provide turnkey services including: - Demolition of existing structures - Construction of new single-level homes compliant with ADA/Section 504 standards - Development of architectural plans for new homes - Provision of temporary storage (POD unit) for residents. Bids must include a completed bid form and itemized cost proposal, copies of GC License and Liability Coverage, a completed Contractor Application, proposed project schedule, certification of non-debarment, and proposed Section 3 and Davis Bacon Compliance Plans.

Period of Performance

The project must be completed within 120 calendar days from Notice to Proceed. Bids must be submitted by COB July 9th, 2026.

All properties are located within Anson County.

Bidder Requirements

Contractors must be properly licensed in North Carolina and demonstrate experience with new housing construction or similar projects. They must have no active federal or state debarment and show capacity to comply with federal and state requirements. Contractors are required to participate in regular in-person and/or virtual meetings with the County and Centralina as well as arrange their schedule for weekly virtual inspections.
