The objective is to gather insights that will inform a future Request for Proposal (RFP) aimed at developing a modern, unified digital environment to enhance correctional operations and improve outcomes for offenders and public safety. The IDOC seeks to validate the scope, feasibility, and risks associated with implementing an integrated data and case management solution that supports classification, intake, risk assessment, and operational analytics across its facilities.

Work Details

The IDOC is looking for an open-source solution or extensible platform specifically designed for corrections data integration and decision support throughout the incarceration process to reentry and community supervision. Key deliverables include: 1. **Operational Support System**: A comprehensive system that provides actionable insights into staff caseloads from intake through reentry, utilizing AI-powered tools for needs assessment and case planning. 2. **Supporting Classification Changes**: Analyzing the impact of classification changes on population management and identifying opportunities for improvement in scoring policies. 3. **Intake Process Mapping**: Conducting user-experience research to optimize the intake process by integrating AI solutions and improving data sharing between sheriffs' departments and IDOC. 4. **Dashboards Development**: Creating cloud-based dashboards that provide real-time metrics on various justice-involved populations, replacing existing manual reporting processes.
