Background

The Illinois State Police (ISP) is seeking a contractor to perform inspections on 911 tower structures to ensure compliance with federal regulations and maintain operational readiness. The goal of this contract is to ensure the structural integrity and regulatory compliance of radio communication towers used by the ISP.

Work Details

The contractor will provide a three-man team trained to conduct annual inspections of radio communications tower sites. Inspections will cover tower structures, antennas, shelters, transmission lines, and related site conditions. The team must submit a comprehensive written report for each site inspected, including photos of defects. Inspections will include:

Comprehensive Structural Inspection

Inspecting structural members for stress, fatigue, or corrosion; measuring guy wire tension; verifying hardware security.

Lighting System Maintenance

Replacing obstruction lighting lamps with FAA-compliant fixtures and testing functionality of automatic sensors.

Guy Anchor Cathodic System Readings

Assessing corrosion protection systems and ensuring site restoration after readings. All inspections must adhere to ANSI/TIA-222-H standards and include detailed findings such as pass/fail status, photographic evidence, measurement data, and repair recommendations.

Period of Performance

The contract work must be completed by June 30, 2026.

Place of Performance

Inspections will take place at various locations throughout Illinois as specified in the contract documents.

Bidder Requirements

Bidders must have at least three years of experience in tower inspections that include relamping, maintenance, and repairs. No subcontractors are allowed for this contract. Contractors must maintain records of employee training qualifications and certifications.
