Background

The Colorado Department of Health Care Policy and Financing (HCPF) is seeking competitive quotations from experienced organizations to serve as a Medical Consultant. This role will support the Chief Medical Officer (CMO) in overseeing Regional Accountable Entities (RAEs) and various healthcare providers involved in the Accountable Care Collaborative (ACC). The Department manages Medicaid and other publicly funded health programs in Colorado, aiming to enhance healthcare quality and accessibility for eligible residents.

Work Details

The Medical Consultant will provide clinical subject matter expertise, advising on quality measures and supporting various teams within the Department. Key responsibilities include: - Advising on clinical subject matter related to Department programs. - Supporting the Payment Reform and Quality Performance teams. - Conducting research, stakeholder outreach, and leading meetings as requested. - Assisting in developing evidence-based projects promoting health outcomes. - Collaborating with various provider types including hospitals, primary care, pediatrics, behavioral health, etc. - Ensuring compliance with accessibility standards for all work performed.

Period of Performance

The anticipated start date for the contract is July 1, 2026, with an operational period lasting until June 30, 2027.

Place of Performance

The services will be performed primarily within Colorado, as the Department operates statewide.

Bidder Requirements

Respondents must possess a full and unrestricted medical license. Experience in rural healthcare or federally qualified health centers (FQHCs) is preferred. The ideal candidate should have expertise in value-based program development, clinical quality measurement, provider education development, and experience teaching both large and small groups. Additionally, documentation of Service Disabled Veteran Owned Small Business (SDVOSB) certification is required if applicable.
