Communications, Marketing and Advertising Services

Background

The State of Rhode Island is issuing a Request for Proposals (RFP) for Communications, Marketing, and Advertising Services under a Master Price Agreement (MPA-479). The goal of this contract is to enhance the state's outreach and communication efforts through various marketing strategies. The agency aims to engage qualified vendors who can provide comprehensive services that align with the state's mission.

Work Details

Bidders may apply for inclusion in one or more of the following categories of services: 1) Strategic marketing/outreach consultation; 2) Technical services, including production of materials; 3) Research-based services; 4) Media buying services. Current MPA-479 Vendors are required to submit Technical Proposals for review. The selected vendors will be responsible for delivering high-quality marketing and advertising solutions tailored to the needs of the state.

Period of Performance

The initial contract period will begin approximately in October 2026 and will last for three (3) years, with the possibility of renewal for up to two (2) additional 12-month periods based on vendor performance and availability of funds.

Place of Performance

The services will be performed within the State of Rhode Island, with specific locations determined by project requirements.

Bidder Requirements

Vendors must register in Ocean State Procures™ to submit proposals. They are required to complete an MBE Participation Acknowledgment Form as part of their proposal submission. Additionally, vendors must maintain all necessary licenses and insurance throughout the contract duration, including liability insurance with specified coverage limits.
