Blood and Urine Specimen Kits - DPS

Background

The Louisiana Department of Public Safety (DPS) is seeking to establish a Blanket Order Contract for the provision of Blood, Urine, and Oral Fluid Specimen Kits. This contract aims to support the operations of the DPS Crime Lab Administration in Baton Rouge, LA. The goal is to ensure a reliable supply of specimen kits necessary for law enforcement and public safety activities.

Work Details

The contractor will provide the following items under this contract: 1. Blood/Urine Specimen Collection Kit - 3,750 units 2. Post Mortem Blood/Urine Specimen Kit - 1,250 units 3. Louisiana Oral Fluid Test Kit - 2,500 units. All items are to be delivered as requested by the Using Agency on an as-needed basis; no shipments are to be made until an order is placed by the agency.

Period of Performance

The initial contract period will begin on July 1, 2026, or upon date of award, whichever is later, and will end on June 30, 2027. The contract may be renewed for two additional 12-month periods at the same prices, with a total contract duration not exceeding 36 months.

Place of Performance

The products will be delivered to the DPS State Police Crime Lab Administration located at 376 East Airport Avenue, Baton Rouge, LA 70806.

Bidder Requirements

Bidders must be registered in the LaGov system to submit an online bid and must include a W-9 form if newly registered. The contractor must comply with all applicable federal and state laws and regulations regarding product quality and specifications. Additionally, bidders must certify that they are not suspended or debarred by the General Services Administration (GSA).
