Background

The State of Hawaii, Department of Transportation (HDOT), Harbors Division is seeking qualified engineering firms to provide Construction Management Services for the Kawaihae Harbor Improvements project, Project No. P50175. The goal of this contract is to enhance the harbor facilities through effective construction management and oversight, ensuring that the project is completed within budget and on schedule. The estimated construction cost for this project ranges from $35,000,000 to $45,000,000.

Work Details

The selected consultants will provide Construction Management (CM) services which include oversight for the construction of the project, administration, and inspection services. Specific staffing needs include: - Construction Manager (Engineer V) - Project Engineer (Engineer IV) - Field Engineer (Engineer III) - Construction Inspector (General Construction Inspector III) - Field Clerk (Office Assistant IV) - Construction Scheduler (Engineer III) Each position has specific experience requirements ranging from three to eight years in relevant fields. Required equipment includes a vehicle, cellular phone, computer, color printer/fax/copier/scanner, and an iPad with a data plan or mobile Wi-Fi. Payment will be based on agreed rates for labor and vehicle use.

Period of Performance

The contract is anticipated to start in September 2026 and will have a duration of three years and six months from the Notice to Proceed.

Place of Performance

The work will be performed at Kawaihae Harbor in Hawaii.

Bidder Requirements

To be considered for this project, firms must be on HDOT’s Qualified Consultant List for fiscal year 2026. Prime Consultants must be registered to do business in Hawaii and possess a valid license in their field. Proof of insurance is required including: - General liability insurance ($1 million per occurrence) - Automobile liability insurance ($1 million per accident) - Professional liability insurance ($1 million per claim) Additionally, firms must provide a certificate of compliance from the Department of Labor and Industrial Relations and a certificate of good standing from the Department of Commerce and Consumer Affairs.
