Background
The City of Charleston, West Virginia's capital and largest municipality, is seeking qualified individuals or firms to provide architectural and engineering design and contract administration services for downtown sidewalk and brick streetscape improvements. This initiative is funded through the RIC MPO Surface Transportation Block Grant program. The project aims to enhance pedestrian safety, reduce tripping hazards, and increase ADA accessibility in the central business district, which is the city's largest employment center. Approximately 47,000 square feet of concrete sidewalk and 20,750 square feet of brick streetscape are targeted for replacement and repair, with an estimated total construction cost of $2,500,000.
Work Details
The selected firm will be responsible for: - Assessing the condition of existing sidewalks and brick streetscapes; - Preparing design documents and technical specifications compliant with Federal Highway Administration (FHWA) requirements; - Facilitating the bidding process in collaboration with the City Manager’s Office; - Analyzing bids and providing recommendations for contract awards; - Attending City Council meetings as needed; - Providing construction contract administration services including observation, review of shop drawings, responses to requests for information, participation in progress meetings, review of change orders, and recommendations for project completion.
Period of Performance
The contract will be performed following the selection process anticipated in this EOI. Specific timelines will be established during negotiations post-selection.

Bidder Requirements
Firms must demonstrate relevant qualifications through past performance data. They should provide examples of at least three comparable projects along with two written client references. Proposals must include staff qualifications and experience in similar services.
