Background

The City of Philadelphia’s Office of Immigrant Affairs (OIA) is seeking qualified, data-driven, and experienced immigration attorneys to support the Pennsylvania Immigrant Family Unity Project (PAIFUP). This project provides publicly funded defense counsel for detained immigrants and aims to promote the well-being and inclusion of Philadelphia’s immigrant communities by ensuring equitable access to city opportunities and services. It is part of a broader initiative to counteract the lack of legal representation for individuals facing immigration detention and deportation.

Work Details

The selected attorneys will provide comprehensive legal representation for detained immigrants, focusing on the following services: - Each full-time attorney will represent up to 25 detained individuals during the contract period. - Legal representation will be provided before the Executive Office of Immigration Review (EOIR) and the Board of Immigration Appeals (BIA). - Attorneys will prioritize securing release from detention and advising clients on how interactions with the criminal justice system may affect their immigration status. - Funds will support representation for individuals who resided, worked, or studied in Philadelphia prior to detention, as well as those at risk of detention. - Technical assistance will be provided to legal service providers involved in the project, including peer-to-peer support and sharing best practices.

Period of Performance

The contract is expected to commence on August 1, 2026, and conclude on July 31, 2027. The City may extend the contract for up to four additional one-year terms.

Place of Performance

Legal services will be performed at service provider offices, federal agency offices, and courthouses within Philadelphia.

Bidder Requirements

Applicants must be licensed and admitted to practice law in Pennsylvania or other appropriate jurisdictions. They are encouraged to apply for Local Business Entity (LBE) certification with the City’s Procurement Department. Additionally, all proposals must comply with applicable laws, regulations, and policies governing contracting with the City.
