Background

The State of Hawaii, Department of Transportation (HDOT), Harbors Division is seeking qualified engineering firms to provide Statewide, Construction Management and Construction Support (CM/CS) Services for various State Harbors projects. This initiative aims to enhance the management and support of Capital Improvement Projects (CIP) and Special Maintenance Projects (SMP) across the state's harbors, ensuring effective administration and oversight.

Work Details

The contract involves providing CM/CS services on an 'as-required' basis for various State Harbors projects. The selected consultants will supply construction managers, project engineers, field engineers, field construction inspectors, field clerks, and/or schedulers to supplement the State Harbors Engineering construction staff. Key staffing requirements include: - **Construction Manager (Engineer V)**: Minimum 8 years of experience in similar projects; must be a registered professional engineer in Hawaii. - **Project Engineer (Engineer IV)**: Minimum 6 years of experience in harbors construction; must be a registered professional engineer in Hawaii. - **Field Engineer (Engineer III)**: Minimum 3 years of experience in harbors construction. - **Construction Inspector (General Construction Inspector III)**: Minimum 3 years of experience with waterfront structures; certified for sampling/testing per state standards. - **Field Clerk (Office Assistant IV)**: Senior-level clerical work with demonstrated knowledge of office practices. - **Construction Scheduler (Engineer III)**: Responsible for planning and scheduling construction projects.

Period of Performance

The contract will have a period of performance lasting five (5) years, anticipated to start in August 2026.

Place of Performance

The services will be performed statewide across various project locations within the State of Hawaii.

Bidder Requirements

To qualify for this contract, firms must be on HDOT’s Qualified Consultant List for fiscal year 2026. Prime Consultants must be registered to do business in Hawaii and possess a current valid license relevant to their work category. Proof of insurance is required: general liability ($1M per occurrence), automobile liability ($1M per accident), and professional liability ($1M per claim). Sub-consultants are not required to be on the qualified list.
