Background

The State of Hawaii, Department of Transportation (HDOT), Harbors Division is seeking qualified engineering firms to provide Statewide Construction Management and Construction Support (CM/CS) Services for various State Harbors projects. The goal is to administer Capital Improvement Projects (CIP) and Special Maintenance Projects (SMP) effectively, ensuring compliance with state and federal regulations.

Work Details

The selected consultants will provide CM/CS services on an 'as-required' basis, which includes staffing for construction managers, project engineers, field engineers, field construction inspectors, field clerks, and/or schedulers. The contract will be a Time and Materials Contract with a total not to exceed amount of $5,000,000. Key personnel must meet specific qualifications: - **Construction Manager (Engineer V)**: Minimum 8 years of experience in similar projects; must be a registered professional engineer in Hawaii. - **Project Engineer (Engineer IV)**: Minimum 6 years of experience; must also be a registered professional engineer. - **Field Engineer (Engineer III)**: Minimum 3 years of experience in harbors construction. - **Field Construction Inspector**: Minimum 3 years of experience with waterfront structures; certified for sampling/testing. - **Field Clerk**: Senior-level clerical work experience required. - **Construction Scheduler**: Must have skills in planning/scheduling methodologies.

Period of Performance

The contract period is anticipated to last five (5) years, starting from August 2026.

Place of Performance

Services will be performed statewide across various project locations within the State of Hawaii.

Bidder Requirements

To qualify for this contract, bidders must be on HDOT’s Qualified Consultant List for fiscal year 2026. They must also be registered to do business in Hawaii and possess a current valid license relevant to the work. Proof of insurance is required: general liability insurance ($1M per occurrence), automobile liability insurance ($1M per accident), and professional liability insurance ($1M per claim).
