The City of Cedar Rapids is seeking bids for the Railroad Surface Crossing Improvements project, which aims to enhance safety and functionality at the Union Pacific Railroad crossings located at 1st, 2nd, and 3rd Avenues SE at 4th Street SE. The project involves subdrain installation and associated pavement repair, with an estimated cost of $290,000.

Work Details

The work includes: - Installation of subdrains at the specified railroad crossings. - Associated pavement repairs necessary for the completion of the project. - The project will be executed in three phases:

Phase 1

3rd Ave. SE UPRR Crossing (14 working days)

Phase 2

2nd Ave. SE UPRR Crossing (8 working days)

Phase 3

1st Ave. SE UPRR Crossing (8 working days). - Incentives/disincentives of $2,000 per day for early or late completion will apply, with a maximum incentive payment of $6,000.

Period of Performance

Overall project work is scheduled to begin upon receipt of Notice to Proceed, with specific start dates for each phase as follows: - 3rd Ave. SE UPRR Crossing: Upon Receipt of Notice to Proceed - 2nd Ave. SE UPRR Crossing: August 17, 2026 - 1st Ave. SE UPRR Crossing: October 5, 2026.

Place of Performance

The contract work will be performed at the Union Pacific Railroad crossings located at 1st, 2nd, and 3rd Avenues SE at 4th Street SE in Cedar Rapids, Iowa.

Bidder Requirements

Bidders must comply with Iowa Code requirements regarding bid security and bonding. Each bid must include a bid security amounting to five percent (5%) of the total bid amount. Bidders are required to have a Vendor Registration Certificate on file with the City of Cedar Rapids Finance Department prior to the first progress payment.
