Background

The County provides a wide range of services including property tax administration, law enforcement, public works, and human resources. Washington County seeks to engage a consultant to improve and modernize its existing Job Evaluation System and associated processes to align with current best practices in human resources.

Work Details

The contractor will perform the following services: 1. Project Kick Off: Review background information on the Trusight Job Evaluation System and meet with the Human Resources Project Team to validate scope and methodology. 2. Job Evaluation Study: Analyze the current Job Evaluation System and recommend updates for methodology, tools, documentation, templates, benchmarks, and options to improve job comparison accuracy and consistency. 3. Analyze the Job Evaluation Assessment Process: Recommend options for assessment questions for supervisors, interview structures for HR personnel, review processes with training sessions for staff, and create a policy for future classification changes. 4. Deliverables must ensure consistency and alignment with best practices while preparing implementation manuals for future use.

Period of Performance

The project is expected to be completed no later than 90 days from contract execution.

Place of Performance

Services will be performed at Washington County Government Center located at 14949 62nd Street North, Stillwater, MN.

Bidder Requirements

Consultants must have experience in classification and job evaluation systems within medium-to-large public sector organizations (minimum of 200 employees). Proposals must include a cover letter introducing the contractor, qualifications and experience demonstrating capability to perform required services, an itemized fee schedule, three references from similar organizations, and compliance with Appendix A - County’s Standard.
