SP-20 Pump Station Replacement (CIP-2465)

Background

The Beaufort-Jasper Water & Sewer Authority (BJWSA) is seeking qualified Progressive Design-Build (PDB) teams to submit proposals for the evaluation, design, and construction to fully replace the SP-20 Pump Station. The existing pump station, located at 330 Robert Smalls Parkway, was designed for a flow of 830 GPM but is currently receiving 1,200 GPM. The goal of this contract is to address capacity needs and improve service reliability.

Work Details

The selected firm will provide Progressive Design Build services in two phases: Phase 1 - Preconstruction Services Phase 2 - Final Design, Permitting, and Construction. Specific tasks include:

Site Evaluation

- Preliminary Design (Basis of Design Report and 30% Plans) - Final design drawings and specifications - Permitting support and approvals - Procurement of required equipment (pumps, controls, generators) - Construction and commissioning - Startup and performance testing - Operator training. The new design flow for SP-20 is estimated to be 1,500 GPM, with improvements in odor control and compliance with all regulatory requirements.

Period of Performance

The contract will commence on September 1, 2026, with substantial completion expected by December 31, 2027, and final completion by March 1, 2028.

Place of Performance

The work will be performed at the existing SP-20 Pump Station site located at 330 Robert Smalls Parkway.

Bidder Requirements

Bidders must comply with the South Carolina Contractor's Licensing Law. They are also required to complete BJWSA’s Good Faith Effort packet for Small, Minority and Women-Owned Business (SMWBE) Participation. Additionally, bidders must submit a completed South Carolina Illegal Immigration Compliance Affidavit.
