Real Estate Title Services

Background

The Philadelphia Housing Authority (PHA) is seeking competitive proposals from qualified firms with a proven history of providing real estate title services. The goal of this contract is to prepare Record Owner and Lien Certificates for up to 3,800 properties throughout the City of Philadelphia. This initiative aligns with PHA's mission to ensure effective management and oversight of housing resources.

Work Details

The selected firms will provide comprehensive real estate title services, which include: - Conducting 60-year title searches - Reviewing and providing legal descriptions - Organizing deeds and deed-related documents - Identifying liens - Summarizing findings All reports and exception documents must be delivered electronically as hyperlinked documents. Proposers may also offer a database solution for organizing results. The work will be executed in batches of up to 400 properties, with the possibility of additional ancillary services as needed. Notably, title insurance is not required as part of the deliverables. Certain items such as utility payoffs, judgments, bankruptcies, mechanics' liens, municipal claims, locality index, tax balances, and current tax information are to be excluded from the reports.

Period of Performance

The contract will have a base period of two years with three additional one-year option periods available.

Place of Performance

The services will be performed throughout the City of Philadelphia.

Bidder Requirements

Firms must demonstrate a documented track record in providing real estate title services. There are no specific set-aside certifications mentioned; however, bidders must comply with all applicable regulations and standards set forth by PHA.
