Background

The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services (OSPS) is issuing this Request for Quotations (RFQ) on behalf of the Department of Defense, Veterans and Emergency Management – Military Bureau. The purpose of this RFQ is to solicit bids for the recertification of the existing Compass Rose located at the Army Aviation Support Facility at Bangor International Airport. This project aims to ensure compliance with the latest Unified Facilities Criteria (UFC 3-260-01) and FAA Advisory Circular (FAA AC 150/5300-13B).

Work Details

The contractor will perform the following tasks: 1. Conduct a preliminary total field survey using a total field magnetometer to ensure compliance with military requirements, taking measurements every 2.5 feet from the center to 30 feet and every 5 feet on cardinal headings from 30 to 200 feet. 2. Perform an absolute declination survey using a Declination Inclination Fluxgate magnetometer (Di Flux) to determine average declination and mark where radials should be painted on the compass calibration pad. 3. Replace the magnetic north marker if necessary and check True azimuth using a calibrated theodolite against previous measurements. 4. Provide written reports detailing findings from magnetic surveys and follow-up consultation regarding the Compass Rose Survey.

The anticipated period of performance for this contract is from July 1, 2026, to November 30, 2026.

The work will be performed at the Army Aviation Support Facility located at Bangor International Airport in Bangor, Maine.

Bidder Requirements

Bidders must comply with all RFQ requirements including submission of a detailed disaster recovery plan, certification that they are not debarred or suspended from bidding on government contracts, and must provide Certificates of Insurance for any subcontractors used. No more than 15% of the work may be performed by subcontractors.
