Deicing Salt

Background

The County of Ocean is seeking a contractor to supply deicing salt (sodium chloride) for use on roads and bridges. The purpose of this contract is to ensure the availability of high-quality deicing materials that comply with state specifications, thereby supporting the County's mission to maintain safe and accessible roadways during winter weather conditions.

Work Details

The contractor will provide two types of deicing salt: 1) Rock Salt #1-medium CC, obtained by evaporation of seawater, which must meet New Jersey Department of Transportation specifications. This salt must contain no more than 1.0% moisture at delivery, with a minimum sodium chloride content of 97.0% and specific grading requirements based on sieve analysis. 2) Treated deicing salt, which is a mixture of Sodium Chloride Type 'A' crushed rock salt treated with liquid magnesium chloride or an equivalent approved by the County. This treated salt must enhance performance by reducing corrosiveness and improving low-temperature effectiveness. It must also meet strict chemical composition and moisture content standards, including limits on various contaminants. Deliveries will be made in quantities of no less than twenty (20) tons to specified locations within Ocean County.

Period of Performance

The contract will commence upon award and deliveries are expected to be made within forty-eight (48) hours after contact has been made for each order.

Place of Performance

Deliveries will be made to various locations in Ocean County, including Jackson Garage, Lacey Garage, Lakewood Garage, Plumsted Garage, Manchester Garage, Manahawkin Garage, Ship Bottom Garage, and Toms River Garage.

Bidder Requirements

Bidders must comply with specific chemical composition standards for both types of deicing salts, including limits on phosphorus and other contaminants. Bids may not be accepted for products exceeding established concentration limits for harmful substances. Additionally, bidders must ensure that their products meet all ASTM and AASHTO specifications as outlined in the solicitation.
