Summary: Background The U.S. Fish and Wildlife Service (FWS) is issuing this solicitation for the rehabilitation of the multipurpose building at Ninigret National Wildlife Refuge (NWR) located in Charlestown, Rhode Island. The mission of the FWS is to conserve, protect, and enhance fish, wildlife, and plants and their habitats for the continuing benefit of the American people. This contract aims to restore and improve the functionality of the multipurpose building to support ongoing operations at the refuge. Work Details The contractor will perform various construction tasks including: 1. Reroofing approximately 7,900 square feet of existing asphalt shingle roofing materials; 2. Power washing and sealing approximately 6,900 square feet of cedar siding; 3. Installing four new interior light fixtures; 4. Removing and replacing a concrete entrance slab measuring 16 feet wide by 32 feet long with a new slab on grade; 5. Removing and reinstalling existing solar panels and rails as part of the roofing work. The contractor must furnish all necessary labor, materials, equipment, and incidentals to complete these tasks as specified in the Statement of Work. Period of Performance The contract will be performed from July 1, 2026, to December 30, 2026. Place of Performance The construction projects will be performed at Ninigret National Wildlife Refuge located at 50 Bend Road, Charlestown, Rhode Island. Bidder Requirements Bidders must meet specific requirements including: - Small Business Set Aside - Total (SBA); - Provide performance and payment bonds within ten calendar days after award; - Possess necessary contractor licenses; - Comply with safety qualifications as per OSHA regulations; - Attend a mandatory site visit scheduled for June 18, 2026.
