Summary: Background The Crains Island Stage 3 project is part of the Crains Island Habitat Restoration and Enhancement Project (HREP) located in Randolph County, Illinois. This initiative is overseen by the U.S. Army Corps of Engineers, St. Louis District, and aims to restore and enhance the environmental habitat in the area. The project was first proposed under the Upper Mississippi River Restoration (UMRR) Program around 2013, with a feasibility report completed in 2018. Work Details The contractor will be responsible for executing Stage 3 of the Crains Island HREP, which includes excavation of the side channel and disposal of material into ridges and berms for land use, as well as behind river training structures for river disposal. The work will require the use of either land-based equipment or floating barge equipment, or a combination of both. Specific tasks include: coordinating with the project's representatives, hosting a pre-construction conference within 10 business days of award, preparing a Work and Safety Plan within approximately 15 business days post-award, and performing all work according to provided Plans and Specifications. Period of Performance The geographic location(s) the construction projects will be performed (if provided) Place of Performance Randolph County, Illinois. Bidder Requirements Bidders must provide performance and payment bonds as required. They are also expected to demonstrate previous experience in performing comparable work, along with their business organization and financial resources necessary for contract execution. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award W912P924C0004, awarded to Kamadulski Excavating And Grading Company for $3,045,663 (01/16/24–01/19/26). The prior contract supported construction activities for the Crains Island Habitat Restoration and Enhancement Project (HREP) Stage II, including excavation of the Crains Island side channel and reuse of material to create elevated ridge habitat/embankments and related habitat restoration features. The current Stage 3 scope similarly focuses on continuing side-channel excavation and placement of dredged/disposal material into ridges/berms and associated river training/disposal structures, indicating a continuation of the same project workstream.
