This requirement is non-commercial in nature, as it cannot be readily procured through the commercial marketplace without substantial modification to commercial specifications.

Bidder Requirements The contractor must have established integration with the CMS Central Data Repository (CDR) System supported by an active Data Use Agreement (DUA). They should possess validated ESRD-specific risk-adjustment models developed over decades. Specialized expertise in nephrology, transplantation, organ procurement, biostatistics, and health informatics is required. The contractor should also have a national reputation for impartiality as an academic research center.
