Background The Centers for Medicare & Medicaid Services (CMS) is issuing a contract to support the quality, safety, and oversight of the End-Stage Renal Disease (ESRD), Transplant, and Organ Procurement Organization (OPO) programs. The goal of this contract is to produce detailed data reports that will assist CMS, States, healthcare providers, and the general public in understanding patient outcomes and facility practices within these programs. Work Details The contractor shall produce and distribute the following reports and analytical products: - Facility-specific Dialysis Facility Reports (DFRs) - Initial Transplant Program Reports (monthly) - Transplant Composite Reports for survey scheduling - Organization-specific Organ Procurement Organization (OPO) Reports - State-specific and Regional-specific reports - State-specific rank-ordered Outcomes Lists including reversed top-performer versions for public access. All reports must be posted to a secure website and distributed promptly to support CMS surveyors, State Agencies, and other oversight stakeholders. This requirement is non-commercial in nature. Period of Performance Base Year from September 30, 2026 to September 29, 2027 with four option years. Place of Performance The work will be performed at the contractor's location as specified in the contract. Bidder Requirements The contractor must have established integration with the CMS Central Data Repository (CDR) System supported by an active Data Use Agreement (DUA). They should possess validated ESRD-specific risk-adjustment models developed over decades. Specialized expertise in nephrology, transplantation, organ procurement, biostatistics, and health informatics is required. The contractor should also have a national reputation for impartiality as an academic research center.
