Summary: Background The Bureau of Land Management (BLM) is issuing a combined synopsis/solicitation for trash collection services at Fortuna Pond and Redondo Pond recreation sites in Yuma County, Arizona. The goal of this contract is to ensure proper waste management and cleanliness at these recreational areas, which are frequented by the public. Work Details The contractor is required to furnish all labor, materials, supplies, and equipment necessary for trash collection services at both Fortuna Pond and Redondo Pond. This includes providing two six (6) cubic yard trash containers at each site, which must have hinged lids that cover the entire opening. The containers should be painted at least once per year and maintained in proper working condition. Trash collection will occur once per week on Fridays, and the contractor is responsible for cleaning up any spillage caused by their operations. Disposal of trash must be conducted only at approved sanitary landfills, and the contractor must participate in a single stream recycling process. If additional trash collection is needed due to increased usage, the contractor must provide this service within 24 hours of notice at the unit price. The performance period for this contract is one year from the date of award with four optional one-year extensions based on satisfactory performance. Period of Performance 09/08/2026 to 09/07/2027 with options extending through 09/07/2031. Place of Performance Fortuna Pond and Redondo Pond Recreation sites, Yuma County, Arizona. Bidder Requirements This solicitation is a 100% Total Small Business Set-Aside. Bidders must be registered in the System for Award Management (SAM) at the time of quote submission and award. Incumbent Analysis (see Incumbents section for more detail) The prior contract 140L6421P0056 for “FORTUNA/REDONDO TRASH COLLECTION” lists Boyd as the awardee for $23,271 over 09/08/21–09/07/26, which indicates a confirmed incumbent for trash collection at the same Fortuna Pond and Redondo Pond recreation sites. The current requirement for weekly Friday trash pickup, provision and maintenance of six-cubic-yard hinged-lid containers at each site, and disposal/recycling responsibilities appears to be a continuation of the same site-specific waste management scope.
