This is a COMBINED SYNOPSIS/SOLICITATION for commercial items using Simplified Procedures prepared in accordance with FAR 12 Acquisition of Commercial Products and Commercial Services as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM.gov (https://sam.gov/). Solicitation number N0060426Q4024 is issued as a request for quotation (RFQ). This solicitation documents and incorporates provisions and clauses in effect from the Revolutionary FAR Overhaul Parts and Deviations and DFARS Publication Notice 20260507. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. Schedule I (Outbound) packing, containerization, and local drayage services. The contractor will furnish all personnel, equipment, facilities, supplies, services and materials, except as specified herein as government furnished, for the preparation of personal property of Department of Defense (DoD) personnel for shipment and/or storage and related services through the Direct Procurement Method (DPM). Work shall be performed in accordance with the Performance Work Statement (PWS) and the associated Item Numbers identified on Attachment (1), Schedule I of the Pricing Worksheet. Pricing Arrangement: Firm Fixed Price.

Background The NAVSUP Fleet Logistics Center (FLC), Pearl Harbor, is issuing this solicitation for commercial services under solicitation number N0060426Q4024. The mission of the Joint Personal Property Shipping Office-Hawaii is to provide centralized personal property traffic management and quality control services for military and civilian members of all services, including the United States Coast Guard (USCG). This contract aims to facilitate the packing, containerization, and local drayage services for Department of Defense (DoD) personnel's personal property through the Direct Procurement Method (DPM). Place of Performance Honolulu Hawaii Bidder Requirements Bidders must have key personnel with specific qualifications including: Operations Manager with a minimum of five years experience in Household Goods Packing and Crating; Quality Control Manager with similar experience; Customer Service Representative with at least three years in DoD household goods shipment management. All personnel must be capable of performing efficiently and professionally.
