2026 Asphalt Overlay Program

Background

The City of Fort Madison is issuing a solicitation for the 2026 Asphalt Overlay Program, aimed at improving the road infrastructure within the city. The program includes multiple phases, with the first phase focusing on specific streets to enhance road quality and safety. The City Clerk will receive sealed bids for this project, which will be publicly opened at City Hall.

Work Details

The contractor will be responsible for all materials, labor, taxes, cleanup, and seeding in the right-of-way (ROW). The City of Fort Madison will handle the grinding of the old road surface and spreading of new road rock. The contractor must finish grade, roll test with the director, and place 3 inches of asphalt in 1.5-inch lifts with a tack coat. All shoulder work and cleanup must be completed by the contractor. Additionally, the contractor is responsible for adjusting any street fixtures, which require a 6-inch wide concrete circle around each fitting. A two-year warranty on the road surface is required to cover defects due to poor workmanship or mix. The project includes specific streets: 23rd Street from Avenue A to Avenue C with an estimated quantity of 19,865 square feet.

Bidder Requirements

Bidders must submit a Certificate of Insurance with their proposal. They are required to contact local stakeholders including the Fort Madison School District and business owners 48 hours before starting work. Liquidated damages of $100 per calendar day will be assessed for delays beyond the contract period.
