Background

The State of Michigan, through the Department of Technology, Management and Budget (DTMB), is issuing a solicitation for the construction of a Semi-Improved Assault Strip at the Alpena Combat Readiness Training Center. This project is being requested by the Michigan Department of Military and Veterans Affairs (DMVA) on behalf of the Air National Guard (ANG). The goal is to provide professional architectural and engineering services for the design of an approximately 3,500 ft landing strip to support troop training activities.

Work Details

The contractor will provide professional services for the following design phases:

Phase 300

35% Design Submittal (A-2)

Phase 400

65% Design Submittal (B-1)

Phase 500

100% Pre-Final Design Submittal (B-2)

Phase 500

100% Final Design (B-3) The design must meet ANG Engineering Technical Letter (ANGETL) 24-02 requirements. The project includes conducting geotechnical investigations, comprehensive topographical surveys, and providing detailed cost estimates with each design submission. The total budget allocated for construction is $3,000,000.

Period of Performance

The contract is expected to be awarded in September 2026, with design work scheduled from October 2026 to June 2027. Material purchases are anticipated between July and September 2027, pending availability of funds.

Place of Performance

The work will be performed at the Alpena Combat Readiness Training Center located at 5884 A Street, Alpena, MI 49707.

Bidder Requirements

Bidders must complete an Entry Access List (EAL) form for access to the Alpena CRTC prior to site visits. This form must be submitted at least seven days before the scheduled walk-through inspection. Additionally, firms must be registered and comply with all applicable federal and state regulations regarding construction projects.
