Notice of Intent to Award

Background

The Michigan Department of Health and Human Services issued a Request for Proposal (RFP) to select a contractor for Family Preservation Batterer Intervention Services in Macomb County. The goal of this contract is to provide essential services aimed at family preservation and intervention for batterers. The contract is intended to last three years, with the possibility of two one-year renewal options, pending State Administrative Board approval.

Work Details

The contractor will provide the following services: 1) Comprehensive Intake Assessment and Lethality Evaluation, with 149 assessments proposed annually (totaling 447 assessments over three years); 2) Batterer Intervention Group Sessions, with 150 sessions proposed annually (totaling 450 sessions over three years). Orchards Children’s Services, Inc. has been awarded the contract to deliver these services at a total bid price of $180,000.00. Specific pricing includes $100 per assessment for the Comprehensive Intake Assessment and Lethality Evaluation and $274 per group session for the Batterer Intervention Group Sessions.

Period of Performance

The contract will be performed over a period of three years, starting from the award date, with options for two additional one-year renewals.

Place of Performance

The services will be performed in Macomb County, Michigan.

Bidder Requirements

Bidders were evaluated based on their experience, qualifications, staffing organization, program implementation capabilities, and pricing. Orchards Children’s Services, Inc., which is a Service-Disabled Veteran Owned Business (SDVOB), was selected based on its high technical evaluation score and competitive pricing.
