Background

The State of Michigan, through the Department of Technology, Management and Budget, is issuing this solicitation for the PA System - Emergency Siren Upgrade at the Richard A. Handlon Correctional Facility. The goal of this contract is to enhance the facility's emergency communication capabilities by installing a new paging system that supports audio distribution throughout the site.

Work Details

The contractor will provide and install a new IP-based Paging System that utilizes existing camera network switches for signal distribution between buildings. Specific tasks include: - Installation of a server and software for scheduled messages, tones, live audio, and store/forward messages. - Installation of new cabling and speakers throughout the buildings and exterior. - Removal of old speakers and cabling from each building. - Full installation of IP to analog devices and microphones/paging adapters as per provided drawings. - Configuration of the Ethernet network to support a new Paging VLAN. - Installation of microphones and touch panels where indicated, with connections to the Ethernet network. - Configuration of the paging system with zones as discussed with the owner. - Demonstration of the system to the owner, including setting tones, zones, and scheduled messages. - Training for the owner on system use and configuration. - Provision of as-built documentation and close-out documents.

Period of Performance

The contract will be performed over a period of 180 days from the Notice to Proceed.

Place of Performance

The work will be conducted at Richard A. Handlon Correctional Facility located at 1728 W. Bluewater Highway, Ionia, MI 48846.

Bidder Requirements

Bidders must provide proof of being a Qualified Disabled Veteran (QDV) business if applicable. Additionally, bidders must certify their status as a Michigan-based business if bidding over $100,000. A performance bond and payment bond are required for contracts exceeding $50,000. Bids must include a five percent (5%) bid guarantee.
