Community Development Block Grant

Background

The City of Santa Fe, through its Central Purchasing Division (CPD) and Affordable Housing department, is issuing this Request for Proposals (RFP) to establish a contract for the Community Development Block Grant (CDBG) program. This program, funded by the U.S. Department of Housing and Urban Development (HUD), aims to develop viable urban communities by providing decent housing and suitable living environments while expanding economic opportunities for low and moderate-income individuals. The City of Santa Fe is designated as an 'entitlement city' under the CDBG program, receiving annual grants based on community needs such as poverty levels, housing overcrowding, and population growth lag.

Work Details

The RFP seeks proposals from qualified organizations to deliver eligible affordable housing activities under the CDBG program. Eligible activities include: 1. Housing Activities: - Assistance for existing homeowners with repairs or rehabilitation of owner-occupied units. - Direct assistance to facilitate low and moderate-income homeownership. - Rehabilitation of privately owned residential buildings and improvements. - Acquisition of property for rental or homeownership projects. - Conversion of closed buildings into residential use. 2. Real Property Activities: - Acquisition of real property for affordable housing or public services. - Lead-based paint hazard evaluation and reduction. 3. Public Facilities and Improvements: - Construction or rehabilitation of public facilities such as parks, senior centers, and health facilities. 4. Public Service Activities: - Services that stabilize housing situations or prevent homelessness, capped at 15% of the annual grant award.

Period of Performance

The contract will be subject to a one-year term, with funding allocations anticipated for FY 2026 amounting to approximately $624,832.00.

Place of Performance

The services will be performed within the City of Santa Fe, New Mexico.

Bidder Requirements

Bidders must meet eligibility requirements under CDBG regulations and demonstrate how their proposed activities align with national objectives defined by HUD. Organizations must also leverage CDBG funds with other sources at a 1:1 ratio where applicable.
