Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform annual inspection, verification, testing, and certification of the medical gas and vacuum systems.
Background The Department of Veterans Affairs (VA) is issuing this solicitation for the El Paso Veterans Affairs Health Care System (EPVAHCS) to ensure the safety and compliance of medical gas and vacuum systems through annual inspection, verification, testing, and certification. The goal of this contract is to maintain high standards of healthcare service delivery by ensuring that all medical gas systems are functioning properly and meet regulatory requirements. Work Details The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the following tasks: annual inspection, verification, testing, and certification of the medical gas and vacuum systems. The work must be performed in coordination with the VA Point of Contact during normal business hours or as required outside these hours. The contractor is responsible for quality control and must develop a Quality Control Plan (QCP) to monitor and document contract performance. Additionally, all personnel must comply with safety regulations and possess necessary certifications and qualifications. Period of Performance Base Year: 11/1/2026 – 10/31/2027; Option Year 1: 11/1/2027 – 10/31/2028; Option Year 2: 11/1/2028 – 10/31/2029; Option Year 3: 11/1/2029 – 10/31/2030; Option Year 4: 11/1/2030 – 10/31/2031. Place of Performance El Paso VA Clinic, 5001 N. Piedras Dr., El Paso, Texas 79930. Bidder Requirements Bidders must be Service Disabled Veteran Owned Small Businesses (SDVOSBC) and are required to have trained personnel who meet federal installation certification and licensing requirements. Contractors must provide documentation of current calibration for all tools and equipment used in the performance of work. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior contract 36C25726P0135 awarded to MGI for “MEDICAL AND GAS SYSTEM CERTIFICATION” (12/15/25–03/15/26) with a value of $6,321. The current requirement for annual inspection, verification, testing, and certification of medical gas and vacuum systems is consistent with the prior certification-focused scope, suggesting the work may be a continuation of the same type of compliance and safety testing services at the VA facility.
