This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit only one source under the authority of FAR Part 13.106-1(b) the Contracting Officer has determined that circumstances of the contract action deem only one source reasonably available. The Government intends to solicit with Progressive Technology Federal Systems, Inc. for annual renewal of Bibliovation software with maintenance. The NAICS code is 513210 and the Small Business Standard is 47 million dollars. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2026-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20260507. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 11:00 PM on 6/10/2026. This notice of intent is NOT a request for competitive quotes. However, all responses received by 6/10/2026 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number (if applicable), business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. Background The Naval Surface Warfare Center Carderock Division (NSWCCD) provides scientific and technological support to the Navy's fleet. This contract is intended for the annual renewal of Bibliovation software and maintenance services from Progressive Technology Federal Systems, Inc. (PTFS), which is the sole source for these services due to the proprietary nature of the Bibliovation library system. The system is fully implemented at NSWCCD and customized to meet specific command needs. Work Details The contractor shall provide all labor, materials, supervision, and transportation to maintain the existing Bibliovation Library System. Key requirements include: 1. Maintenance of system software, firmware, and hardware updates for a system with up to 250,000 MARC21 bibliographic records and 200,000 digital objects. 2. Bug patches and technical support on system operation. 5. Anticipation of 12 one-day support trips per year. 6. Two training sessions per year on system operation, each lasting no more than two hours. 7. Expansion of SAML support for creating patron records from data queried through the SAML identity provider. 8. Migration of on-site servers to the Govcloud environment for both production and test systems with seamless Single Sign-On (SSO) functionality.
