Background The Mission and Installation Contracting Command at Fort McCoy, Wisconsin is issuing this Request for Quotation (RFQ) for the procurement of two new Rohde & Schwarz CMA180 Radio Test Sets. Period of Performance Delivery must be completed no later than 14 August 2026. Place of Performance Delivery will take place at Fort McCoy, Wisconsin. Bidder Requirements Bidders must be authorized distributors or manufacturers of the Rohde & Schwarz CMA180 Radio Test Set due to brand name restrictions. This requirement is based on the necessity to comply with FAA Joint Order 6580.5C testing procedures. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on W15QKN24D0027, awarded to Astronics Test Systems for $25,224,314 (06/17/24–06/16/29). The prior work involved production, testing, delivery, and maintenance support of a radio test set (TS-4549/T) along with program management, engineering/logistics support, software updates, recalibration, spares/accessories, and warranty. Because the current RFQ also requires delivery of new Rohde & Schwarz CMA180 radio test sets for airfield radio certification/testing, the prior scope appears to be a continuation in providing and sustaining radio test equipment for similar operational and compliance needs.
