Offerors must provide an estimated delivery date after receipt of award (ARO) for all quoted items. DESCRIPTION The Indian Health Service (IHS), Warm Springs Service Unit (WSSU), requires the purchase and delivery of enterprise-grade Uninterruptible Power Supply (UPS) systems to support mission-critical network infrastructure, telecommunications, server operations, and clinical systems. The Government intends to award a single Firm-Fixed-Price contract to an eligible Indian Small Business Economic Enterprise (ISBEE). Brand names referenced within this solicitation are intended only to establish the minimum quality and performance requirements. Quotations offering equivalent products will be considered.

BUY INDIAN ACT REQUIREMENTS

This acquisition is restricted to Indian Small Business Economic Enterprises (ISBEEs) in accordance with HHSAR Subpart 326.6. Offerors shall submit:

QUOTATION INSTRUCTIONS

Offerors shall submit one electronic quotation containing: A. Technical Quote The technical quote shall include: Manufacturer name Model numbers Product specifications Product literature/cut sheets Warranty information Estimated delivery date after receipt of award (ARO) Statement confirming compliance with all solicitation requirements The offeror shall provide an itemized Firm-Fixed-Price for each CLIN and a total evaluated price. EVALUATION The Government will evaluate quotations using the Lowest Price Technically Acceptable (LPTA) source selection process. Award will be made to the responsible ISBEE offeror whose quotation: 1. Is determined technically acceptable; 2. Is determined eligible under the Buy Indian Act; 3. Is determined responsible pursuant to FAR 9.104; 4. Submits the lowest evaluated price.

TECHNICAL ACCEPTABILITY

Technical quotations will be evaluated on an Acceptable/Unacceptable basis. To receive an Acceptable rating, the quotation must demonstrate compliance with all solicitation requirements and salient characteristics. Failure to meet any minimum requirement may result in an Unacceptable rating.

PRICE EVALUATION

The Government will evaluate quoted prices for reasonableness and mathematical accuracy as part of the Lowest Price Technically Acceptable (LPTA) evaluation process.

BASIS FOR AWARD

The Government intends to evaluate quotations and make award based on initial submissions. Offerors should submit their best quotation, including all technical, pricing, eligibility, and delivery information, with their initial submission. The Government reserves the right to communicate with offerors as necessary to determine technical acceptability, eligibility, and responsibility. DELIVERY

Background The Department of Health and Human Services (HHS), Indian Health Service (IHS) is issuing this Request for Quotation (RFQ) for the Warm Springs Service Unit (WSSU) to procure Uninterruptible Power Supply (UPS) systems. The goal of this contract is to support mission-critical network infrastructure, telecommunications, server operations, and clinical systems by replacing aging equipment that is no longer supported. This acquisition is restricted to Indian Small Business Economic Enterprises (ISBEEs) in accordance with the Buy Indian Act.
