Summary: Background The Department of Veterans Affairs is issuing this solicitation for the Triennial Electrical Panel Maintenance and Survey at the Jesse Brown Veterans Affairs Medical Center located in Chicago, IL. Work Details The contractor will provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items required to perform an electrical panel survey and maintenance. Key tasks include: - Updating panel schedules for approximately 248 electrical panels and potentially 10 additional panels. - Tracing circuits and identifying corresponding circuit breakers for each switch/outlet/receptacle. - Testing and certifying panels for reliability and compliance with NEC codes. - Investigating hard-wired electrical systems to locate abandoned pipes and document deficiencies. - Applying facility-approved adhesive labels for proper identification of conduits/receptacles. - Conducting triennial electrical tests and maintenance on various equipment including switchgear, transformers, circuit breakers, protective relays, grounding systems, and motor controls. - Performing light maintenance tasks such as visual inspections for burnt wires, cleaning debris, and conducting infrared scanning to detect hot spots in the electrical distribution system. - Providing detailed reports on findings from inspections and tests conducted. Period of Performance The contract period will commence on June 1st, 2026, through May 31st, 2027 for the base year. There are options to extend the contract for two additional years: June 1st, 2027 through May 31st, 2028 (Option Year 1) and June 1st, 2028 through May 31st, 2029 (Option Year 2). Place of Performance All work will be performed at the Jesse Brown Veterans Affairs Medical Center located at 820 Damen Ave., Chicago, IL 60612. In particular, Kelso-Burnett Co was awarded Contract 36C25226P0134 valued at $99,400 for emergency switch breaker repair service (11/26/25–04/30/26) at the Hines VHA, which aligns with the current requirement for electrical panel-related testing, maintenance, and circuit breaker/switchgear work. The prior scope suggests experience with diagnosing and repairing breaker components that are directly relevant to the triennial electrical panel maintenance and survey tasks.
