This is a Sources Sought Notice (SSN) issued by the Alliance for Energy Innovation, LLC (Alliance). The purpose of this SSN is to conduct market research and gather information on the current capabilities of potential sources to provide expert development and technical advisory and training services for the Sienna software to advance NLR-prioritized platform features in support of NLR's energy systems research and technical assistance programs. Sienna is an open-source energy systems modeling platform developed and stewarded by the National Laboratory of the Rockies (NLR). Built primarily in Julia, Sienna provides a suite of tools for power systems simulation, capacity planning, power flow analysis, and results analytics, and serves as a core platform for NLR research, technical assistance, and applied analysis projects. Sienna is actively used in domestic and international engagements with government energy authorities, regulators, utilities, and system operators. NLR seeks subcontract support for targeted Sienna software development, technical advisory, and training services to advance platform capabilities in alignment with NLR's research and project objectives.

Summary (Newest Update)

Background This Sources Sought Notice (SSN) is issued by the Alliance for Energy Innovation, LLC (Alliance) to conduct market research and gather information on potential sources capable of providing expert development, technical advisory, and training services for the Sienna software. The Sienna platform, developed by the National Laboratory of the Rockies (NLR), is an open-source energy systems modeling tool used for power systems simulation, capacity planning, power flow analysis, and results analytics. It supports NLR's energy systems research and technical assistance programs and is utilized by government energy authorities, regulators, utilities, and system operators both domestically and internationally. Work Details The project objective is to provide targeted Sienna software development and technical advisory & training services. Required capabilities include: demonstrated expertise in the Sienna platform architecture (including PowerSystems.jl, PowerSimulations.jl), proficiency in scientific computing software development using Julia, experience in developing and testing optimization-based power systems simulation models, familiarity with open-source software development practices (version control, CI/CD), ability to deliver structured technical training and documentation to technical staff, capability to provide responsive technical advisory support within defined timelines and deliverable structures, and familiarity with energy systems modeling concepts relevant to grid planning, operations simulation, and capacity expansion. Period of Performance The geographic location(s) the contract will be performed (if provided). Place of Performance The geographic location(s) for contract performance have not been specified. Bidder Requirements Bidders must demonstrate expertise in the Sienna platform architecture and related packages. They should have proficiency in Julia programming language for scientific computing software development. Experience with optimization-based power systems simulation models and open-source software development practices is required. Bidders must also be capable of delivering structured training and documentation as well as responsive technical advisory support within defined timelines.
