Summary

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 1232SA26Q0760 is issued as a Request for Quotation (RFQ) for building 30 greenhouse repairs. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 238150. The small business size standard is $19.0 million. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency. Organized site visits have been scheduled for June 17, 2026 at 1:00 PM Eastern Daylight Time (EDT) and June 18, 2026 at 9:00 AM EDT. The same information will be provided at both site visits, so offerors only need to attend one. Contractors wishing to attend the site visit must register by emailing josh.dobereiner@usda.gov by June 16, 2026 at 4:00 PM EDT with the name(s) of attendee(s), company they are with, and company(s) they are representing. A Government issued photo ID is required for attendance. The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site, which may be helpful in the preparation of quotes. Attendance at the site visit is not mandatory for quote submission; however, failure to visit the site will not relieve or mitigate the successful contractor's responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/or referenced in this document. All questions regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to josh.dobereiner@usda.gov. Questions must be submitted no later than June 25, 2026 at 4:00 PM EDT. Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned. Technical data and supporting documentation associated with this solicitation are included as attachments to this solicitation and can be accessed via the Attachments/Links section of the posting.

Summary: Background The USDA Agricultural Research Service (ARS) is issuing this solicitation for the repair of Building 30 greenhouse at the Southeast Watershed Research Unit in Tifton, Georgia. The goal of this contract is to restore and ensure the operational integrity of the greenhouse structures following damage from a windstorm. This acquisition is set-aside for small business concerns. Work Details The contractor will be responsible for repairing vent walls, motors, and mounts that were damaged by a windstorm. Specific tasks include: - Repairing or replacing vent wall panels to ensure structural integrity and operation. - Repairing or replacing vent wall motors, drive assemblies, mounting brackets, and mounting posts to guarantee proper function. - Providing new mounting hardware as necessary. - Verifying the proper operation of vent walls with existing Wadsworth Controllers. - All work must comply with local, state, and federal codes and regulations and be performed by certified technicians. The contractor must also manage debris control during work phases and maintain a clean work area daily. Period of Performance The contractor must begin performance within 7 calendar days after receiving the award and complete it within 30 calendar days. Place of Performance Southeast Watershed Research Unit in Tifton, Georgia. Bidder Requirements Bidders must meet the following requirements: - Small Business Set Aside - Total (SBA). - Must provide performance and payment bonds as required. - All employees must have completed the 10-hour OSHA certified Construction Safety course; supervisors must have completed the 30-hour OSHA training. - A Site Safety Specific Plan/Accident Prevention Plan must be submitted within 7 days of contract award.
